Backwater Valve vs Backflow Preventer — What Is the Difference
These two devices get confused constantly. They are completely different.
A backflow preventer is installed on your domestic water supply line. Its job is to stop water from leaving your home and flowing back into the municipal drinking water system. It protects the city’s water supply from contamination.
A backwater valve is installed on your sanitary sewer line — usually at the first fitting inside or outside your home where the building drain connects to the city sewer. Its job is completely different. It stops other people’s sewage from flowing backwards into your home during a sewer backup event.
Same word. Completely different systems. Completely different problems.
What Causes Sewer Backups in London Ontario
Sewer backups happen for two reasons in London Ontario.
The first is a combined sewer system. Many older London neighbourhoods — Old South, Wortley Village, Hamilton Road, and others — have combined sewers that carry both storm water and sanitary sewage in the same pipe. During heavy rain events, that combined system gets overwhelmed. When it does, the sewage has nowhere to go but backwards — into the homes connected to the system. Homes at the bottom of a hill or in low-lying areas are most vulnerable.
The second is a blockage in the main sewer line. When the city sewer main becomes plugged, sewage backs up into every home upstream of the clog. You can do everything right and still have another street’s sewage in your basement.
A backwater valve stops both scenarios at the point where your building drain meets the city sewer.
The City of London Basement Flooding Grant Program
Here is something most London Ontario homeowners do not know. The City of London offers a grant program that covers up to 90 percent of eligible installation costs for basement flood protection — including backwater valve installation and sump pump systems with battery backup.
The grant is capped at:
- $1,800 for a backwater valve installation
- $4,000 for a sump pump with battery backup system
To qualify you must meet specific requirements. Your downspouts and weeping tile cannot be connected to the sanitary sewer main. If they are, you must disconnect them as part of the project. The City will also require three independent quotes before approving the grant.

What a Backwater Valve Installation Actually Involves
Installing a backwater valve is not a simple job. We want to be honest about that upfront.
The valve is installed on your building sewer main — typically at the clean out location inside or just outside the foundation. To access that pipe, we need to break concrete and excavate. That is the reality of this work.
Here is what the full installation involves:
Concrete breaking inside and sometimes outside the home. Excavation to expose the building drain at the correct location. Installation of the backwater valve in the sewer line. Backfill and concrete repair after the valve is set. If you are combining this with a sump pump disconnection to qualify for the City grant, that adds scope — new sump pit, pump, battery backup system, and weeping tile reconnection to the sump rather than the sewer.
The cost can quickly reach $10,000 or more depending on access, soil conditions, water table depth, and what is discovered once excavation begins. Every basement is different. Every excavation reveals something.
That $10,000 today is considerably less than $20,000 or more after a sewer backup destroys a finished basement.

Annual Maintenance — This Is Not a Set and Forget Device
This is the thing most homeowners get wrong after installation.
A backwater valve is a mechanical device. It has a seal that opens and closes. If that seal becomes fouled, contaminated, or blocked by debris, the valve will not operate when you need it most. A failed backwater valve during a sewer backup event gives you false security — you think you are protected and you are not.
A sump pump with battery backup is the same story. A battery that is never tested or replaced will fail. A sump pump that is never inspected can seize. A battery backup system that has never been run under load may not perform when the power goes out during the storm that causes the flooding.
Both devices need to be inspected and tested annually. Do not install these devices and forget about them. They are your last line of defence against a catastrophic basement flood.
Do You Actually Need a Backwater Valve
Honest answer — if you have a basement, yes.
A sump pump at minimum protects your foundation from groundwater. It controls the hydraulic lift of water under your home and prevents the groundwater pressure that cracks foundations over time.
A backwater valve is essential if your home is at the bottom of a hill, in a neighbourhood with a combined sewer system, or in an area with a history of sewer backups. In London Ontario that includes significant portions of the older established neighbourhoods.
Ten thousand dollars today is considerably less than the cost of a finished basement flood — remediation, replacement of contents, drywall, flooring, and the disruption of living through a major restoration. Most home insurance policies have significant limitations on sewer backup coverage. Do not rely on insurance to protect you from something a backwater valve prevents.
